Caption 1. The consultative meeting on the minimum wage

On the initiative of the Ministry of Finance and the Ministry of Labor and Social Policy, the Minister of Finance, Dragan Tevdovski and the Minister of Labor and Social Policy, Mila Carovska, held a coordination meeting with the trade unions and the NGOs on June 23, 2017.

On the meeting, besides the representative trade unions, other unions, which are not representative and part of the NGOs, expressed their opinions on the minimum wage, and the position of CCM regarding the minimum wage on behalf of CCM was elaborated by the President of CCM, PhD Zhivko Mitrevski.

Welcoming the act of increasing the minimum wage, which is in fact one of the basic requirements in the Social Progress Protocol, promoted several months ago and placed on the agenda of the Economic and Social Council, the President of CCM, Mitrevski pointed out that the increase in the minimum wage is not disputable and is consensually accepted as an act by the trade unions and should be also seen in the context of what CCM demands, and that is opening of a general discussion for a general salary strategy in the Republic of Macedonia. At the same time, the President of CCM also raised the issue of increasing public sector wages, which should be simultaneously increased with the increase of the minimum wage. The analysis of CCM has shown that the Law on Minimum Wage, as a historical step confirmed by the ILO and other entities, gave its positive results, and the possible changes should be taken into considerations starting from the elements that constitute the minimum wage, determined by the ILO's basic minimum wage convention, both economically and socially.

As proposed by CCM in the Social Progress Protocol, in order to eliminate the depreciation of the minimum wage in the future it is also necessary to make an analysis, to extend the relevant criteria, costs of living, GDP and trade union basket, and to be connected and transformed to the average wage or other parameter for which CCM proposes other solutions.

At the end of the meeting it was agreed that all proposals and ideas should be considered at the level of the ESC, which should contribute to the legal solution, and in a similar context a meeting with the employers and the chambers of commerce in the Republic of Macedonia shall be also held.

During the meeting, besides the President Mitrevski, representatives from CCM were the Secretary of the Council of CCM, Metodija Dimeski, the Vice- President for the private sector, Pavel Trendafilov and the Vice- President for collective bargaining, Ljupco Radovski.
