FINAL CONFERENCE OF THE PROJECT: PROMOTING SOCIAL DIALOGUE IN RM

On 31.03.2017 the final conference of the Project: Promoting social dialogue was held, which was funded by the EU and implemented by the International Labor Organization. The conference was attended by representatives of the social partners, participants in the project, as well as the ILO Director for Central and Eastern Europe, Antonio Graziosi.

Out of court resolution of disputes between workers and employers is the most successful segment of the two and a half year Project amounting to 1.3 million Euros, as well as the results in terms of promoting the social dialogue and collective bargaining.

The President of the Federation of Trade Unions of Macedonia, PhD Zhivko Mitrevski noted that throughout the project 70 arbitrators have been trained who in turn shall prepare the future arbitrators or mediators, some of them are union representatives. According to the President Mitrevski the amicable settlement of labor disputes is one of the components of the project that has achieved the greatest success.

- The analyzes of CCM shows that on average there are about 1,000 cases in the courts related to the settlement of labor disputes, covered by our legal department. Given that the law for amicable settlement of labor disputes has put back into operation 70 arbitrators who already have licenses for arbitrators, we do expect there shall be a drastic reduction in the number of such disputes since the essence of the law is to avoid lengthy trials, costs and employers and workers to avoid spending energy on such processes, said President Mitrevski, who also pointed out that the costs of such court procedures in which representatives of CCM had been involved reach the number of 400.000 to 500.000 Euros. He also noted that these funds, although CCM is offering free legal protection, would be really spent so the new system shall mean exemption from such kind of costs.

The project is a step forward in the process of the collective bargaining. New techniques have been developed in several industries where collective bargaining had not been sufficiently represented, such as trade, construction, textile factories etc. But it was found that it is still needed to be worked on raising the awareness of the need for collective bargaining.

Also, the President Mitrevski informed that CCM promoted a new Manual on collective bargaining in order new knowledges in the field of organizing and mobilizing new membership in the industrial zones to be acquired.

The Director of the International Labor Organization for Central and Eastern Europe, Antonio Graziosi noted that the project was implemented in a very complicated and difficult political situation that had created difficulties in the work of the tripartite dialogue between the social partners. The results include establishment of mechanisms to strengthen the capacity of the social partners to be able to engage in social dialogue and to be able to follow and respect the recommendations prepared by the Economic and Social Council of the Government, adding that this Project had realized the desired results.
