Proposals of SSM for the fifth package of economic measures

The Federation of Trade Unions of Macedonia calls for every effort to be made with the fifth package of economic measures to help workers, companies and public services to survive the crisis so that they can return to normal functioning when the crisis is over.

All measures should be aimed at preserving jobs, while protecting against unemployment, loss of income and mitigating financial losses.

People who are ill or unable to work due to the coronavirus should not suffer financially, so the Government should provide financial assistance to all.

In this regard, we propose:

The Government to provide financial assistance and support to companies that will not be able to carry out business ventures due to the virus or will do so at a significantly reduced scale, primarily and exclusively to provide funds for workers' wages;

SSM demands wage subsidy as a measure to continue where production is reduced as set out in the fourth package of economic measures, but the funds to be paid directly to the accounts of workers which proved to be more than necessary due to abuse of the funds from the financial support for the payment of the salaries of the workers provided by the Government, considering that even for the 5th time, the bosses left workers without income.

In addition, one of the main conditions for receiving financial support should be the return of workers who have been fired, and also after the use of the measure, employers who have received financial support for payment of wages to keep workers without dismissals for at least 3 months after the end of the measure.

We believe that workers who have used measures such as chronically ill, pregnant women, childcare up to 10 years, should be paid salaries in full amount, without any reductions and at the same time we need to take care of mothers who used maternity leave, and their employment contract has ceased on any grounds and they have the right to paid maternity leave.

SSM again proposes the salary compensation for absence from work due to infection with Covid-19, isolation and self-isolation due to exposure to Covid-19 to be 100% of the base determined by law.

We emphasize that the Federation of Trade Unions of Macedonia believes that the Rulebook on the list of occupational diseases should consider COVID19 as an occupational disease not only for health professionals, but also for workers from other industries and employees in institutions where contact and exposure of Covid is possible.

We demand implementation of public procurement by the State bodies, exclusively from the domestic companies that did not lay off workers unjustifiably and did not abuse the financial support for the payment of salaries.

SSM, starting from the fact that the national and world competent institutions indicate that this new normality caused by Covid - 19 will last for a longer period in the future as well, we expect in addition to the subsidy and assistance measures, the Government to undertake greater commitment to provide new investments from domestic and foreign companies and to provide economic measures for more efficient adjustment of companies to continue their economic ventures in order to provide real and sustainable jobs and provide livelihood for all citizens.

We also ask the Government to take into account that the financial support and investments to be provided only for companies that complied with the Laws and Collective Agreements, that have not misused funds from the financial support from the State, did not have unfounded layoffs, as well as to oblige companies that received financial support to return dismissed workers.

We propose one of the conditions for providing financial support and investments by the State to be the trade union organizing in the company, so that we as workers' representatives can guarantee and control the use of funds.
