A STRONG REACTION TO THE GOVERNMENT FOR THE ABOLITION OF A COLLECTIVE AGREEMENT IN THE MINISTRY OF AGRICULTURE, FORESTRY AND WATER SUPPLY BY THE GOVERNMENT

The Federation of Trade Unions of Macedonia submitted a sharp reaction to the Government because, for the first time in the history of Macedonia, the cancellation of the Collective Agreement was received.

The open letter submitted to the Government is attached:

​The Union of Trade Unions of Macedonia together with the unions united in the SSM are sending you this reaction because the unions and members united in the Union of Trade Unions of Macedonia are seriously concerned about the information that a social democratic Government, for the first time in history, is taking a step to abolish of the Collective Agreement for the employees of the Ministry of Agriculture, Forestry and Water Management, with which the Government directly encroaches and abolishes basic human rights such as the right to dignified work and dignified salary.

This attitude of the Government is a direct violation of workers' rights and only because the workers have rights, and with the act of canceling the Collective Agreement, the Government wants to take away those rights from the workers only because it considers it to be contrary to the social democratic principles from which one should be guided.

This is a precedent in social dialogue and collective bargaining and is the first collective agreement in our country, which is canceled by the employer, in this case, the Government through the Ministry of Education and Culture.

The Federation of Trade Unions of Macedonia warned about this at the last two sessions of the Economic and Social Council, but unfortunately, the Government started implementing the Plan for Fiscal Sustainability and Support for Economic Growth: policies, recommendations, measures and indicators with conclusions from the 88th session of the Government with which collective agreements are abolished, as well as the adopted Rulebook on the procedure for submitting and registering collective agreements and their amendments to the competent state authority and the way of keeping records of submitted collective agreements Sl. Gazette No. 223 of October 19, 2022.

The government, the Ministry of Education and Culture and the Ministry of Education and Culture grossly violate the provisions of Convention No. 154 on collective bargaining, 151 Convention on labor relations (public service) and Convention 150 on labor administration, which have been ratified in our country and thus are part of the national labor legislation.

Although the mentioned conventions, as well as good practices from democratic countries in our environment, Europe, and the world, indicate the duty of national authorities to promote, support, and encourage collective bargaining in both the private and public sectors, the tendency of the Government to hinder it is obvious. controls and audits collective bargaining and social dialogue in the country.

In this way, the right to trade union organization and association is grossly violated, social dialogue is derogated and workers' and human rights are abused in the country.

The workers no longer believe the statements of the government representatives, but appreciate their actions, which in this case are contrary to all the postulates of the social dialogue in a European State, and about which we are forced to inform the International Labor Organization, the European and the World Confederation to the unions, and through them to seek protection and intervention before your European partners, to whom we must present the real picture and conditions in our country.
