The Minister of Finance Fatmir Besimi / Fatmir Besimi is the main reason why 138,000 workers in the public sector together with SSM started a general strike in the public sector precisely because of bad policies and the fact that workers did not receive the adjustment of their wages that they are entitled to according to the Law, and for that tomorrow, starting at 10 am, is the first hearing before the Basic Civil Court Skopje, following the lawsuit of the SSM against the State, i.e. the Government, for the discrimination and non-alignment of wages in the public sector according to the Law.
Minister Besimi, since yesterday, by deleting the salary increase provision that he himself brought and defended, knowingly commits a crime under Article 166 of the Criminal Code because he knowingly does not comply with the law on salary and salary allowances and thus violates, takes away or limits a right that belongs to the employee.
Should Fatmir Besimi head the Ministry of Finance, especially if two days ago at a public event of the Government he defended the salary increase in order to keep the staff in the ministry, so with yesterday's events, he probably does not need the same staff, which means that he fired more than 650 employees in the Ministry of Finance and made an intrusion into the legal order of the country and changed the laws on his own.
For six months we have been pointing out that the attitude of certain government officials is unworthy and undignified towards the workers, and the Government as a reward to such ministers additionally gives them powers that are contrary to the Law and international documents such as the Minister of Finance Besimi not allowing the signing of any collective agreement, and precisely because of the non-signing of the collective agreements, we have been put in a situation where Besimi can change his opinion from today to tomorrow, which means that whoever wants and how he wants to do in the Government, and the Government then saves him in conditions when a problem arises from such behavior.
Ministers, contrary to the law, decide and choose themselves whether to implement the provisions of Laws and whether certain articles will apply them or not, so they decided on their own that Article 8 of the Law on the Minimum Wage for Salary Harmonization will be implemented somewhere, and not somewhere. and now, even though they passed a Law on Budgets to increase the salaries of employees in the Ministry of Finance by 30%, now they decide not to respect and not implement the law, so the Government instead of following a good example and for all workers in the public sector to increased the salaries, with yesterday's act she wants to cut them and take from the workers and their salaries.
Such happenings of arbitrariness and arbitrariness of this minister which continue should be a sufficient argument for the merits of the lawsuit of SSM and we appeal to the court with its decision to put an end to such arbitrariness and arbitrariness of certain ministers such as the Minister of Finance Besimi and to stop the attack on the workers and the legal order and the court to enable the protection of legal certainty.
