Yesterday, a session of the Economic and Social Council was held, for which the MTSP announced through a press release that there is a social dialogue and that everyone is participating and that the social dialogue is functioning in the State.

Unfortunately, the reality is that there is no social dialogue, but there is a social monologue.

The government representatives do not have a concrete explanation for any of the questions of the workers' representatives, and the social dialogue is reduced to WE WILL consider your requests and we will respond in writing, we brought the rules, the plan, the budget, etc., and if you have comments, submit them in writing and you will receive a written answer, etc.

Government representatives did not provide any explanation for the adopted Rulebook on the procedure for submitting and registering collective agreements and their amendments to the competent state authority and the way of keeping records of submitted collective agreements Sl. Gazette No. 223 of October 19, 2022, with which the MTSP grossly violates the provisions of Convention No. 154 on collective bargaining, 151 Convention on labor relations (public service), and Convention 150 on labor administration which has been ratified in our country and thus is part of the national labor legislation.

Although the mentioned conventions, as well as the good practices of the democratic states in our environment, Europe and the world, indicate the duty of the national authorities to promote, support, and encourage collective bargaining in both the private and public sectors, the tendency of the MTSP with this text of The rulebook should prevent, control and revise collective bargaining and social dialogue in the country.

In this way, the right to trade union organization and association is grossly violated, the social dialogue is derogated and labor and human rights are abused in the country.

This interpretation by the MTSP is a precedent in the history of trade union organization and action, and the SSM together with the branch unions will challenge it before the constitutional court and will inform the International Labor Organization about the violated ILO conventions.

Government representatives did not provide any explanation for the Plan for Fiscal Sustainability and Support for Economic Growth: policies, recommendations, measures, and indicators with conclusions from the 88th session of the Government, which abolishes collective agreements, reduces salaries of public sector employees, is implemented procedures for forced vacations, procedures for cutting jobs and firing employees, etc., are implemented, except that there will be no loss of jobs and salary reduction, and the reality is completely opposite and denies such statements of government officials.

There is no explanation of the reasons for the discriminatory attitude of the Government and the Ministry of Finance in increasing the salaries of public sector employees, according to which criteria and according to which methodology the discrimination is carried out, as in the case when the Minister of Finance, Besimi, who did not allow an increase in the salaries of employees in the public sector, was the first to act on the request of the SSM from the general strike by increasing the salaries of employees in the Ministry of Finance who will receive a 30% salary increase, as opposed to the fact that the employees of the Ministry of Labor and Social Policy, for which Minister Trenčevska is responsible for which there were no elections to receive a salary increase, that is, who receive a 0% salary increase, etc.

There is no answer to the questions of the SSM and the workers about the reasons why the budget did not provide funds for salary supplements, i.e. it provided 0 euros for the payment of them, as well as what are the reasons why the budget provided only 27 million euros for a salary increase for the entire public sector, which does not even remotely mean that the government takes care of its employees, but means that it leaves them alone to deal with the consequences of the energy and economic crisis, and will spend 5 billion euros of the budget.
