Article 11 of the Law on Salaries and Other Remunerations of the Members of Parliament in the Assembly of the Republic of Macedonia and the Other Elected and Appointed Officials and Persons in the Republic is amended in the following way:
"The basis for calculating the salary of the Members of Parliament in the Assembly of the Republic of Macedonia and the Other Elected and Appointed Officials and Persons in the Republic is the minimum salary in the Republic, according to data from the State Statistical Office."
Additionally, the coefficients for determining the salary and the salary supplement determined in the Law on Salaries and Other Remunerations of the Members of Parliament in the Assembly of the Republic of Macedonia and the Other Elected and Appointed Officials and Persons in the Republic are reduced by 40%.
This means an 80% reduction in the salaries of all the officials.
Based on the Constitutional law, this legal initiative of the Federation of Trade Unions of Macedonia is based on the principles of equality, non-discrimination and legal certainty for all citizens, as contained in the Constitution as the highest legal act in the state, as well as based in the international labor standards, the European Social Charter, the Universal Declaration of Human Rights and other international documents. In order for the citizens of Macedonia to be equal before the national laws, as well as for them to be equal according to and before the international acts and principles, it is necessary that the starting point for building the salaries of all workers and citizens in our country be equal. In this specific case, the minimum wage should be used as the basis for calculating all salaries, because the Government's and the Employers' analyses, unlike the analyses of SSM, have shown that the value of the minimum wage is enough and sufficient to satisfy the basic needs of all citizens, therefore, taking into account the above, the Federation of Trade Unions of Macedonia (SSM) advocates and insists on equal treatment of all salaries in the country and believes that it is necessary to amend both the above-mentioned Article 11 and the basis for calculation of the salaries determined in the Law on Salaries and Other Remunerations of Members of Parliament in the Assembly of the Republic of Macedonia and the other elected and appointed persons and officials in the Republic.
As a reminder in 2023, SSM, together with the Government of the country, signed the General Collective Agreement for the Public Sector, who predicted and used the average salary as the basis for calculating and building the salaries of the public sector employees, based precisely on the legal solution for the salaries of the officials, elected and appointed persons, but the Government, as a signatory to the General Collective Agreement for the Public Sector, contrary to the Law and without justified reasons, does not respect the General Collective Agreement for the Public Sector and didn’t regulate the salaries of the employees in this way, and now additionally to all this the Government demands the abolition of this right of the workers.
